Xiaolan Town: Industrial upgrades transform rural workshops into global stages

Located in Xiaolan Town, Zhongshan City, the Intelligent Valley is the city's first industrial park renovation project developed through village-enterprise cooperation. In the 1980s and 1990s, a wave of town-village industrial parks sprang up in Zhongshan, propelling the city into a nationwide industrial hub.

However, the development was challenging as most factories were zinc-iron sheds with severe safety hazards, making enterprises hesitant to invest in large, expensive production equipment. In addition, the industrial land was unplanned and highly fragmented, with average plot sizes around 8,667 square meters, which were too small to host advanced large-scale industries. 

Xiaolan Town renovated and upgraded its inefficient town-village industrial parks.

Since 2022, Zhongshan has kept renovating and upgrading inefficient town-village industrial parks. Xiaolan Town, specifically, has converted collective village land to state-owned land for unified management. The town further transferred part of this land to enterprises through agreements, granting them greater space and autonomy in production.

Meanwhile, Xiaolan demolished illegal and dilapidated factories, freeing up over 430 hectares of inefficient industrial land. More than 290 plots have been renovated to create modern industrial parks, providing intelligent production and R&D environments for high-quality projects and enterprises in smart home appliances, optics & optoelectronics, and other sectors.

"In the past, we only provided space for the industries," shared Fan Zhuofeng, project manager of the Yueshen Intelligent Valley. He noted that improved facilities are another key factor attracting more advanced enterprises to Xiaolan Town. "Now we offer various services, including legal and financial support, and even help clients secure overseas orders. With a large pool of enterprises in the park, we can better integrate resources for them."

In early 2025, 11 newly-built high-standard factories in Phase II of the Yueshen Intelligent Valley (located in Jidong'er Community) were officially put into use. The fully upgraded space and business-friendly environment have given many enterprises, such as Boxun Hardware, a strong sense of belonging. The companies are investing more in new production equipment and business transformation. 

Lan Jian stated that just four months after moving in, the company's annual output value had jumped from 18 million yuan to 30 million yuan, achieving scale-up status immediately upon entering the park.

It is reported that around 90 percent of the newly built factories in Xiaolan Town have been settled by enterprises, with some exceeding 1 billion yuan in investment. The renovation and upgrading of industrial parks are indeed driving Zhongshan, the time-honored industrial city, forward with progress and vitality.
